The keypad lock has'nt been pressed has it?Other than that have you tried a reset on the scanner or as a last resort try re initializing the scanner (but this will mean a loss of all installed channels).Also lifted the following from another forum re the power save:- When in manual mode listening to one channel it goes automatically into power saving mode and the squelch then takes a second or two to open up meaning you miss the first second or two of the transmission. Sometimes the keypads can become a issue & the power save feature is a way of optimising battery life when listening. The Key pads are known to stop working in the longer term & need a refurbish with that silver paint stuff you use to repair car heated windows, but it does not sound like this is what is happening, so the pad would possibly benefit from a careful clean with a damp cotton bud.
The other option is to spend some time playing so you get use to using the keys to input the text, as it does require a different technique to other uses of the pad.
Locking Out Channels To lock out a channel while scanning, press L/OUT when the scanner stops on the channel. To lock out a channel manually, select the channel then press L/OUT so L appears. Note: You can still manually select locked-out channels. To remove the lockout from a channel, manually select the channel and press L/OUT so L disappears. Reviewing the Lock-Out Channels To review all locked out channels, press MANUAL. Then repeatedly alternate between pressing FUNC and then L/OUT to view each locked-out channel. When you finish reviewing locked-out channels, press MANUAL.

Is it real hard to program them manually? There is no such thing as a 'Digital police Scanner', its pretty much the whole reason they went digital int he first place. Its now a secure, private network. Listening to Live Police transmissions is not possible, unless you join the force or an affiliated organisation.
Sorry to be all doom and gloom, but thats just how it is.
